Domain Name
Principle
When determining the domain name (site name) for government websites, the domain should reflect the field of service that the institution is a part of.
Description
The site name can be the name of the institution or a specific unit. Typically, the domain name is related to or identical to the name of the institution. The site name should be created to be displayed in the browser window, often written into the meta tag, in a manner that is as close to the name of the institution as possible. The site name should ideally include the institution's name in a distinct and consistent font size on both the main and subpages. It is expected to contribute to creating a corporate identity across the entire site.
Government websites must end with the ".tr" extension. Government institutions can use the following domain extensions based on their areas of service.
“.gov.tr” | Domain name for state institutions and organizations |
“.bel.tr” | Domain name for municipal organizations at the provincial, district, and township level |
“.pol.tr” | Domain name for the security forces |
“.k12.tr” | Subdomain for primary schools, middle schools, and high schools approved by the Ministry of National Education (MEB) |
“.edu.tr” | Subdomain for higher education institutions approved by the Council of Higher Education (YÖK) |
“.org.tr” | Subdomain for foundations, associations, civil society organizations, etc. |
Guidelines
- Website domain name extensions should be determined in accordance with the standards.
- It is recommended for government internet sites to register domain names that include Turkish characters. For instance, it is expected that both "sağlık.gov.tr" and "saglik.gov.tr" addresses provide access to the same website. This way, users can access the site under both conditions.
- Characters that are relatively difficult to find on keyboards or words with potential spelling issues should be avoided when selecting a domain name, unless required.
- Using domain names selected from Turkish words is important for government institutions.
- Opting for meaningful server names in server addresses will enhance memorability. The use of server names like "kimliksunucusu.saglik.gov.tr" is preferred over "kms13.saglik.gov.tr".

Consistency of Subsidiary Institution Websites
Principle
The design of internet sites belonging to subsidiary institutions must be consistent with the main institution's website.

When designing internet sites for subsidiary institutions of an organization (e.g., regional offices, affiliated directorates, etc.), the appearance and content organization of these sites should be consistent with the main institution's website. Therefore, attention should be paid to ensure that the interface, menu structure, and site navigation are in harmony with the main site. Furthermore, the theme used for the organization's main website may be made a requirement for subsidiary institutions. This would establish a common institutional culture and standards when developing internet sites.
Guidelines
- Internet sites of subsidiary institutions should be consistent and in harmony with the main organization's website.
- If possible, the same theme and standard design principles should be applied to both the main site and subsidiary sites.
- Whenever possible, images should be sourced from a common media library to enhance browser bandwidth and image rendering performance.
- For ensuring consistency within and between subsidiary institution internet sites and the main institution's website, it is recommended to prepare a common template and design guide for designers to use.

Alternative Domain Names
Principle
In necessary cases, alternative domain names can be used for internet websites.
Description
When determining domain names, the name of the organization, its relevant service area, and the habits of the target audience should be taken into account.
Guidelines
- IP addresses (e.g., 212.175.169.156, etc.) should not be used in internet site URLs.
- The use of abbreviations that users are not familiar with or that are not related to the organization is not recommended in website names.
- In some cases, the names of organizations can be very long, or the abbreviation of the organization's name may not be clear. In such cases, both domain names should be registered to provide access to the same website. For example, both "uab.gov.tr" and "ubak.gov.tr" addresses can be used to access the Ministry of Transport, Maritime Affairs, and Communications of the Republic of Turkey.
- Domain names of organizations that cater to users who do not speak Turkish, both domestically and abroad, can be registered in English as an alternative.

Principle

Therefore, URL addresses for internet websites should be named in a way that meets user expectations, is clear, and meaningful. Guidelines
- In URL naming, it is preferable to use short and clear names whenever possible, instead of using meaningless expressions and symbols.
- Unnecessary abbreviations should be avoided.
- Special attention should be given to using Turkish words, and foreign words like "store," "info," "publications," and "server" should not be used.
