Integrated Public Financial Management Information System Project

With the Integrated Public Financial Management Information System developed by the Software Technologies Research Institute (YTE) within the scope of the Integrated Public Financial Management Information System Project, which was carried out in 2016 in cooperation with the General Directorate of Accounting of the Ministry of Treasury and Finance, the accounting activities of all institutions of the state have become manageable. In this way, a significant contribution has been made to ensuring and monitoring the balance of debts and receivables at the expenditure unit level of the state.

Product Tracking System (ÜTS) Project

The ÜTS Project, which accompanies our lives with the developing technology, conducts effective control of medical devices and cosmetic products that we entrust our health, determines health policies and is of great importance in combating the informal economy, has been developed by YTE since 2014. In cooperation with the Turkish Medicines and Medical Devices Agency of the Ministry of Health, a national and unique Product Tracking and Tracing Model has been created and an information management system compatible with the model has been developed in order to monitor medical devices and cosmetic products from end to end and to carry out inspection services and clinical engineering processes in a healthy and effective manner.

New Financial Management System (FMS) Project

Within the scope of the project, it is aimed to combine the infrastructures and single user login process for the applications maintained within the General Directorate of Information Technologies of the Ministry of Treasury and Finance. It is a project to develop a system that covers the financial processes of the spending units and provides full financial integration with the accounting units.

Common Platform Project (OPP)

In cooperation with the General Directorate of Information Technologies of the Ministry of Treasury and Finance, infrastructure libraries and single user login function are shared by using microservice architecture Open Source Coded Software Technologies to be used in the development and maintenance of applications within the scope of Integrated Public Financial Management Information System.

Developed with Open Source Code software technologies, the Common Platform works on the open source PostgreSQL database.

TENMAK Project and Scholarship Support Tracking System Project

Within the scope of the project carried out in cooperation with the Turkish Energy, Nuclear and Mining Research Institute (TENMAK), an information management system is being developed that allows the holistic management of the application, evaluation, monitoring and reporting processes regarding scholarship and participation supports.

Geographical Big Data Platform Project (BATUTA)

Within the scope of the project, a platform has been developed that enables the storage/storage of large geographical data, the use of appropriate indexes for data, rapid access to data when necessary, and the creation of outputs with simple, understandable maps and statistics for the end user. A platform has been designed to ensure that large geographical data produced in many different sources is stored in a distributed architecture, that appropriate indexes are used when stored, that it can be accessed quickly when necessary, that can provide simple, understandable map and statistical outputs to the end user, and that also provides fast processing to the end user with these outputs.

Integrated Social Assistance Services Project

In cooperation with the Ministry of Family and Social Services, an information system has been developed that enables more effective social assistance decisions and fairer resource distribution with its holistic management and gathering information on social assistance provided by the state and non-governmental organizations in a single center.

This project has been evaluated as a management information system that enables you to carry out the services of aid processes and data-based aid distribution with stakeholder coverage and high maturity level.

Open Source Database PostgreSQL Dissemination Project

It is aimed to develop an open source domestic database system and expertise to be used in strategic and critical applications, to create a strong alternative to commercial database management systems, which are among the biggest investment and expenditure items of information technology (IT) infrastructures of institutions.

Within the scope of domestic database R&D activities, studies are being carried out on developing the expertise of PostgreSQL, one of the open source databases, increasing the awareness of public institutions on open source databases, using open source databases in application software projects and migrating data from existing commercial databases.

Development Agencies Management System (KAYS) Project

In order to ensure transparency, accountability, coherence and coordination in the financial management of Development Agencies under the Ministry of Industry and Technology, an integrated central information system was developed to increase the effectiveness and efficiency of the main service processes.

EBIS is a system that realizes organizational transformation with digital transformation and handles the entire life cycle of support processes in a central and integrated structure.

Energy Market Regulatory Authority Information System Project

An information management system was developed in cooperation with the Energy Market Regulatory Authority (EMRA), taking into account the security needs of the Energy Market (electricity, natural gas, petroleum and LPG) data.  With this project, it is aimed to ensure centralized management of the Authority, to receive electronically the notifications that the actors in the markets are obliged to make and the applications made to operate in the markets, to provide input to decision support mechanisms with statistical analysis and reports and to accelerate business processes.

Development of the Basin Monitoring and Evaluation System (HIDS) Project

In cooperation with the General Directorate for Combating Desertification and Erosion of the Ministry of Agriculture and Forestry, a Geographically Based Basin Monitoring and Assessment System was developed and Turkey's Desertification Model and Risk Map were created in order to provide an infrastructure for the creation of holistic policies by evaluating interactive themes such as desertification, erosion, flooding and flooding together through effective management of natural resources.

Candidate Researcher

Students in the 3rd and 4th years of relevant engineering departments at universities can apply to our Part-Time Candidate Researcher positions through our Job Application System at kariyer.tubitak.gov.tr. By doing so, they can gain work experience at TÜBİTAK BİLGEM during their university years.

This program does not have an end date. Candidate Researcher personnel working part-time during their university period can seamlessly transition to full-time employment as Researcher personnel at TÜBİTAK BİLGEM without interrupting their career journey after graduating from the undergraduate program.

Application Conditions

Conditions for the Candidate Researcher Program:

  • Being a 3rd or 4th-year student in the relevant departments specified in the announcements at universities.

Starting from the understanding that "the most important resource of a country is generally people, specifically scientists," TÜBİTAK encourages and supports our youth from an early age. In this context, providing young minds with early exposure to technology production is crucial for the success of our National Technology Move. Accordingly, TÜBİTAK BİLGEM offers internship opportunities to undergraduate students from universities every year.

Application Conditions
  • Students enrolled in undergraduate (2nd year and above) and associate degree programs in departments offering education in universities and conducting insurance procedures through the higher education institution to which they are affiliated can benefit from the internship opportunity.
  • For undergraduate and associate degree students, a minimum Weighted Grade Point Average (GPA) of 2.50 out of 4 is required. The GPA of candidates with a 100-point system is converted to a 4-point system based on the "Conversion Table of Grades from the 4-Point System to the 100-Point System" published by the Higher Education Council.
  • There is no requirement for a foreign language certificate during the internship application process.
  • Students enrolled in departments such as Forensic Computing Engineering, Computer Sciences, Computer Science and Engineering, Computer Engineering, Computer and Informatics, Computer and Software Engineering, Information Systems Engineering, Electrical and Electronics Engineering, Control Engineering, Control and Computer Engineering, Control and Automation Engineering, Mechanical Engineering, Mechatronics Engineering, Telecommunication Engineering, or Software Engineering in universities can apply for internships.

Internship applications are accepted between December and January, and the internship period covers June, July, and August.

Scholar

Scholar assignments are made for research and development activities for undergraduate, master's, doctoral students, and post-doctoral researchers. In our center, scholars are appointed for practical purposes in externally funded, TARAL, or European Union projects.

Application Conditions

(1) The conditions for undergraduate scholars in externally funded projects conducted by the institution are specified below:

  •  Being a student continuing undergraduate education at higher education institutions established in Turkey (excluding foreign language preparatory students).
  • Having a weighted cumulative GPA for previous years, excluding preparatory years, based on the university's grading system, which satisfies the formula score and foreign language requirements in the recruitment criteria.
  • Completing at least the first semester of the first year of undergraduate education.
  • Having a GPA of "+3.00" and a University Placement Exam Ranking of "10,000 ≥" for undergraduate general average.
  • For foreign students placed in Turkish universities without taking the ÖSYM exam or for those who completed undergraduate education through exams such as Vertical Transfer Exam, the lowest university placement ranking of the department from the year the candidate started the undergraduate program is considered in the ranking formula.

(2) The conditions for master's degree scholars in externally funded projects conducted by the institution are specified below:

  • Being a student continuing master's degree education at higher education institutions established in Turkey (excluding special students and foreign language preparatory students).
  • Currently pursuing a master's degree in the project's field of responsibility.

(3) The conditions for doctoral students in externally funded projects conducted by the institution are specified below:

  • Being a student continuing doctoral education at higher education institutions established in Turkey (excluding special students and foreign language preparatory students).
  • Currently pursuing a doctorate in the project's field of responsibility or conducting a doctorate in areas determined within the framework of the YÖK-TÜBİTAK Doctoral Program Project Collaboration Protocol. (Students in medical specialization and artistic proficiency are accepted as doctoral students.)

While the MİLSEC-4 terminal offers an up-to-date solution for next-generation secure communication (voice, data and video) in IP networks, it provides an uninterrupted communication service by maintaining the compatibility of secure voice communication in PSTN networks with PSTN secure phones in use.

Configuration, surveillance and software update processes of MILSEC-4 terminals are carried out securely remotely using the Security Management Center (GYM). MİLSEC-4 terminal is capable of IP Network Key Loading (IPAAY) through secure communication with GYM without the need for an additional device.
