Who We Are

Information Technologies Institute (BTE), which is a part of BİLGEM and carries out applied research and produces projects in the field of information and communication. Since its establishment, it has always had a vision that learns, teaches, shares its experiences with courage, adds value to value and accepts the understanding of service as a duty. In today's world where information is processed with information, BTE is among the leading organizations in its field with its young and talented research staff, as well as its deep knowledge thanks to the projects it has realized. In this context, being the focal point in technology production, using information and technology as an effective tool, and ensuring the success our country deserves in global competition are the reasons for BTE's existence.

BTE, whose foundations were laid in 1972, aims to increase social welfare and improve the quality of life of the society with the projects it realizes by putting it at the service of decision makers in line with its founding purpose. In this context, the Institute tries to bring the opportunities offered by information and communication technologies to the society in the most effective way in order to improve the economic and social conditions of citizens, the private sector and all segments of the society. and is built on sustainable foundations.

TÜBİTAK BİLGEM BTE, acting under the guidance of the knowledge and experience it has gained so far, realizes that with the development of new basic technologies, the knowledge sector, knowledge production and knowledge capital and qualified human factor gain importance and foresees that the continuity of education will come to the fore. On the other hand, he observes that with new developments such as communication technologies, information highways, and electronic commerce, he is faced with a serious goal of taking our society beyond the industrial society in economic, social, cultural and political terms. In order to shoulder this important goal, BTE wants to increase the technology capacities of enterprises and the support they need for innovation, to support university-industry cooperation, and to support the development of industrial policies that will give enterprises a global competitive advantage. For this, it believes that R&D projects in private and public research institutions and universities for the development of high technology products needed by domestic production should be primarily supported.

As part of the National Combat Aircraft (MMU) Project, Avionics Information Display Software was developed. With this software, it is aimed that aircraft pilots can access important information about air attack systems and avionics quickly and accurately.

As part of the Acoustic Signal Processing System for the TCG Kınalıada Ship, an algorithm was developed for the underwater sounds of the ship.

Artificial Intelligence and Cyber Security Workshop was held.

Industrial Internet of Things (IIoT) platform studies were carried out in the field of artificial intelligence. Thanks to this project, many important functions such as data analysis, forecasting and fault detection for industrial facilities became possible.

Within the scope of the "National Cloud Infrastructure Supported by International Cooperation", studies were carried out to create a national cloud computing infrastructure by reducing Turkey's dependence on foreign sources in the field of cloud computing.

Within the scope of the "Big Data and Artificial Intelligence Supported Financial Technologies" studies, it was aimed to increase the efficiency of companies in the financial sector by using big data and artificial intelligence technologies.

Within the scope of “Artificial Intelligence Supported Cyber Security” studies, it was aimed to research the use of artificial intelligence technologies in cyber security and to develop protection methods against cyber attacks.

Within the scope of the "Industrial Control Systems Cyber Security" studies, studies were carried out to detect cyber security vulnerabilities in industrial control systems and to eliminate these vulnerabilities.

Within the scope of the studies on “Gaining Competence in Cyber Security”, it was aimed to train personnel specialized in cyber security. Within the scope of the project, cyber security trainings were given and personnel specialized in cyber security were trained.

The first and only high-resolution FOD Detection Radar System (FODRAD) in our country, which can detect foreign matter on the runway for DHMI, was developed and commissioned at Antalya Airport.

It was aimed to increase Turkey's capabilities in this field by working on artificial intelligence-based learning and data analysis within the scope of its work in the field of artificial intelligence and big data.

The Institute has become one of the leading institutions in Turkey by carrying out important studies in the field of "Artificial Intelligence and Data Science". It developed Turkey's talents in artificial intelligence and data science with the projects it carried out in this field.

GIS's Digital Flight Control Computer Integration Project kick-off meeting was held.

The 4th Cloud Computing and Big Data Summer School was held.

VISKON-RS (Remote Sensing) was offered to the use of the Turkish Republic Prime Ministry Disaster and Emergency Management Presidency (AFAD).

KUŞRAD (Bird Detection Radar), developed within the scope of DHMI General Directorate's R&D activities, started to be used at Istanbul Atatürk Airport.

The 5th Cloud Computing and Big Data Summer School was held.

Radar Cross Section Hybrid Analysis Information Gain (RKA-HABİK) Project was initiated.

Within the scope of the National Informatics Infrastructure studies, studies were carried out to strengthen Turkey's informatics infrastructure.

Within the scope of the renewal of the CMMI Maturity Level 3 Quality Certificate, the CMMI SCAMPI A audit, which lasted a total of 12 days, was carried out and the audit was successfully completed.

1st Cloud Computing and Big Data Workshop 2014 was held.

The 2nd Cloud Computing and Big Data Summer School was held.

Air Traffic Controller Selection Software, developed in cooperation with BİLGEM BTE and DHMI, was deemed worthy of an international award given by ORACLE.

Electronic Warfare Pod RF Hardware Development (EHPOD-RF) Project was initiated.

The New Type Submarine Battery Monitoring System (YTDABİS) Project was initiated.

SSR Signal Processing Modernization Project was initiated with DHMI.

Within the scope of the National Electronic Warfare System studies, studies were carried out to increase Turkey's electronic warfare capabilities.

Within the scope of the National Intelligence Systems studies, studies were carried out to increase Turkey's national intelligence capacity.

Contracts for KGHS and IKAS Projects were signed between the Disaster and Emergency Management Presidency (AFAD) and TÜBİTAK BİLGEM BTE within the framework of the AFAD Program carried out by the Institute.

The Institute developed the Real-Time Operating System (GIS), which is used in all systems in the defense sector and which has 11 in the world, completely domestically. 

The 1st Big Data Summer School was hosted by our institute.

The 1st Cloud Computing Workshop, which aims to evaluate existing competencies in the field of Cloud Computing and to increase awareness in this field, was hosted by BTE with the participation of working groups with many different competencies in BİLGEM institutes.

In the IKAS Project carried out within the framework of the AFAD Program, the acceptance tests of the sirens to be installed in Zonguldak were carried out in Germany.

Within the scope of the National Border Security Project, studies were carried out to ensure Turkish border security.

Within the scope of the Safe and Smart Cities Project, smart city applications continued to be developed in cooperation with Turkey's leading municipalities.

A protocol was signed between the Ministry of Transport, Maritime Affairs and Communications and our Agency, aiming to cooperate in 5 fields.

The SRC155A Digital Radio Link Device (TCELL-SRC155A) Project was initiated.

Cooperation was made with the Ministry of Justice of the Republic of Turkey within the scope of the "Electronic Criminal Record and Statistics System" project.

Consultancy services were also provided to the Turkish Armed Forces (TAF) within the scope of the Military Personnel Information System Project. Within the scope of this project, it was aimed to manage the personnel data of the TAF in electronic environment.

Within the scope of the Safe and Smart Cities Project, smart city applications were developed in cooperation with Turkey's leading municipalities.

Within the scope of the European Union Backup Center Project, international collaborations were developed and data backup and recovery services were provided.

BTE and UEKAE under TÜBİTAK were combined under TÜBİTAK BİLGEM (Informatics and Information Security Advanced Technologies Research Center).

The ETMTS-3 System, which is the updated version of the Handheld Mine Detection System-2 (ETMTS-2) System in terms of usage concept, was developed and presented to the inventory of other security units, especially the TAF.

Bird Detection Radar and National Surveillance Radar Development R&D Project was initiated with DHMI.

A cooperation protocol for R&D purposes was signed between TÜBİTAK and DHMI, based on article 3-e of the Public Procurement Law No. 4734.

BTE became the first public institution to receive the CMMI-DEV Level 3 Quality Maturity Certificate within the scope of system, software and hardware development activities.

Following the successful completion of the Modern Mine Detection Systems (MMTS) Project, the Handheld Mine Detection System-2 (ETMTS-2) was developed and delivered to domestic and international stakeholders, especially the TAF.

BTAE name was changed to Information Technologies Institute (BTE).

From Turkey, BTE took part in the Educational Aircraft Embedded Simulation System Network (NetWaSiF) Project supported by the European Defense Agency (EDA).

Within the scope of the NetWaSiF Project, which is the continuation of the WaSiF Project, the first flying simulator fleet in the world that allows more than one fighter aircraft to fight together in a distributed simulation environment was realized with the participation of BTE.

Submarine Tactical Simulator (DATAS) Project was initiated.

The study, which was brought to a certain level by preparing the infrastructure with the R&D 2001 Project, was continued with the R&D 2004 Project, paving the way for the avionics integration of ATAK helicopters to be realized in our country with national means.

The project was initiated in cooperation with the ASMATA consortium formed by ASELSAN, TÜBİTAK MAM and TAI companies.

In order to form the basis of the ATAK Helicopter Project, the mission computer developed by BTAE was expanded by adding weapon systems, and the integration of the computer into the AH-1S helicopter was ensured.

Mission computer software has been developed in accordance with the RTCA-DO-178B standard, where only some critical systems are provided in terms of security.

Modern Mine Detection Systems (MMTS) Project was initiated within the scope of the contract signed with MSB ARGE (R&D).

Within the scope of the project, Handheld Mine Detection System (ETMTS-1) production prototype, which includes GPR and EMI sensors, and the Mine Odor Sensor (MKS), (MAM Materials Institute) research prototypes were developed.

ETMTS-1 System has become one of the few systems in the world with two detectors for detecting plastic and metal mines for mine detection.

For the first time in our country, studies for the diagnosis of buried objects with the fusion of two sensors were also carried out within the scope of this project. The project and its team were deemed worthy of the TÜBİTAK MAM Achievement Award.

Command, Control, Communication, Computer, Intelligence, Surveillance and Reconnaissance Activities Modeling and Simulation System Project was developed.

A system was modeled to perform Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance Systems (C4ISR) Simulation. The simulation infrastructure, which was put forward at the end of the project studies, allowed the development of all kinds of modeling and simulation systems.

2002

R&D 2001 Project supported by SSM was started.

The project was the first project initiated in Turkey for the purpose of developing a mission computer and avionic system integration with national resources for the centralized management of aircraft avionic systems.

With this project, the pilot, whose workload was minimized by integrating communication, navigation, target detection-diagnosis, friend-foe identification systems and platform data on air platforms, was provided with technological opportunities to provide effective command and control.

Within the scope of the project, the software design, System Integration Laboratory design and the design of certain cards were completely original.

2001

The Long Horizon Research Support Project, supported by Naval Forces Command, was carried out.

Within the scope of the project, an original simulation software with high sensitivity and high fidelity was developed for Microwave Radar.

Within the scope of the project, a unique image processing software was developed that is capable of detecting and classifying ships from satellite images with a resolution of one meter.

The Ship Integrated Combat Management System (GENESIS) Project was initiated to meet the battle management system modernization needs of G-Class frigates in the Naval Forces Command inventory.

The following work packages were carried out within the scope of the project:

– Development and production of Prototype Operator Console (OPKON), Command Control Console (3K) and Sensor Integration Cabinet (SEK),
– Development of infrastructure software,
– Development of Automatic Target Tracking and Detection System,
– Development of Electronic Warfare System Database Software,
– Supporting software and hardware development activities carried out under the responsibility of ARMERKOM.

After the 1999 Marmara Earthquake, the Remote Sensing Group left BTAE and joined the TÜBİTAK MAM Earth and Marine Sciences Research Institute, with the foresight that observations of the earth from space would contribute significantly to earthquake studies.

The Onboard Aircraft Embedded Simulation System (WaSiF) Project for Educational Purposes was developed. A flying simulator called WaSiF was developed within the scope of the project supported by the Ministries of National Defense of Germany, the Netherlands, Italy, Portugal and Turkey.

In the Anti-collision Optical Laser Radar System (ORACLES) Project, TÜBİTAK MAM and ASELSAN TÜBİTAK MAM and ASELSAN from Turkey.

Within the scope of the ORACLES Project, a laboratory prototype of an obstacle detection system was developed to provide helicopter pilots with a safer flight zone.

The Flight Test Center Establishment Project, which was initiated within the scope of the contract signed with MSB ARGE (R&D), was carried out by the TÜBİKAK MAM – STFA Savronik Consortium. 

Within the scope of the project, the first flight test center of our country, which meets the flight test needs of all kinds of aircraft in the inventory of the TAF, was established at the Eskişehir 1st Air Supply Maintenance Center Command.

As part of the project, a sample flight test engineering study was carried out on an F-4E aircraft allocated by the Air Force Command.

The Mine Detection Systems (MTS) Project was initiated within the scope of the contract signed with the Ministry of National Defense R&D (MSB ARGE) in order to create countermeasures against mines, which are one of the elements that pose a threat to national security.

Within the scope of the MTS Project, the first high-budget project of BTAE, the current situation analysis and feasibility studies of vehicle-mounted and hand-held mine detection systems for the detection and identification of buried metal and plastic mines were completed.

Two prototype systems were developed using commercial ready (COST) and developed original products and delivered to MSB ARGE.

The Turkish Armed Forces Command Control and Information Systems (KKBS) Project, which was initiated under the contract signed with the Undersecretariat for Defense Industries (SSM), was carried out by the ATOS (ASELSAN, TÜBİTAK MAM, METU and STM) Consortium.

In the KKBS Project, the BTAE side assumed the responsibility of the Turkish Armed Forces (TAF) Joint Message Handling System (MMKS) and Geographic Information System (GIS) work packages. The project and its team were deemed worthy of the TÜBİTAK MAM Achievement Award.

The Department of Electronics and Semiconductors Technology was transformed into an institute and renamed the National Electronics and Cryptology Research Institute (UEKAE).

The Information Technologies Vice Presidency was structured by combining with the Space Technologies Department within MAM. As a result of this restructuring, the Information Technologies Research Institute (BTAE), which conducts applied research and projects in the field of information and communication, was established.

The foundations of TÜBİTAK BİLGEM were laid this year. Electronics Research Unit (EAU) started to work in the Middle East Technical University Engineering Faculty building with 5 researchers under the chairmanship of Prof. Dr. Yılmaz TOKAD.

The main fields of activity of our institute, which has made a significant contribution to the creation of cyber security knowledge and tactical infrastructure in our country with many successful projects to date, are secure software development, penetration tests and vulnerability analysis.

Artificial Intelligence Institute is the first institute established within the scope of TUBITAK centers and institutes, which cuts the sectors and research fields horizontally and focuses directly on the emerging technology field. For this reason, it constitutes an innovative model in terms of both the open innovation and co-development approach of the institute and its focus on emerging technology.

Candidate Researcher

Students in the 3rd and 4th years of relevant engineering departments at universities can apply to our Part-Time Candidate Researcher positions through our Job Application System at kariyer.tubitak.gov.tr. By doing so, they can gain work experience at TÜBİTAK BİLGEM during their university years.

This program does not have an end date. Candidate Researcher personnel working part-time during their university period can seamlessly transition to full-time employment as Researcher personnel at TÜBİTAK BİLGEM without interrupting their career journey after graduating from the undergraduate program.

Application Conditions

  • Being a 3rd or 4th-year student in the relevant departments specified in the announcements at universities.

Starting from the understanding that "the most important resource of a country is generally people, specifically scientists," TÜBİTAK encourages and supports our youth from an early age. In this context, providing young minds with early exposure to technology production is crucial for the success of our National Technology Move. Accordingly, TÜBİTAK BİLGEM offers internship opportunities to undergraduate students from universities every year.

Application Conditions
  • Students enrolled in undergraduate (2nd year and above) and associate degree programs in departments offering education in universities and conducting insurance procedures through the higher education institution to which they are affiliated can benefit from the internship opportunity.
  • For undergraduate and associate degree students, a minimum Weighted Grade Point Average (GPA) of 2.50 out of 4 is required. The GPA of candidates with a 100-point system is converted to a 4-point system based on the "Conversion Table of Grades from the 4-Point System to the 100-Point System" published by the Higher Education Council.
  • There is no requirement for a foreign language certificate during the internship application process.
  • Students enrolled in departments such as Forensic Computing Engineering, Computer Sciences, Computer Science and Engineering, Computer Engineering, Computer and Informatics, Computer and Software Engineering, Information Systems Engineering, Electrical and Electronics Engineering, Control Engineering, Control and Computer Engineering, Control and Automation Engineering, Mechanical Engineering, Mechatronics Engineering, Telecommunication Engineering, or Software Engineering in universities can apply for internships.

Internship applications are accepted between December and January, and the internship period covers June, July, and August.

Scholar

Scholar assignments are made for research and development activities for undergraduate, master's, doctoral students, and post-doctoral researchers. In our center, scholars are appointed for practical purposes in externally funded, TARAL, or European Union projects.

Application Conditions

(1) The conditions for undergraduate scholars in externally funded projects conducted by the institution are specified below:

  •  Being a student continuing undergraduate education at higher education institutions established in Turkey (excluding foreign language preparatory students).
  • Having a weighted cumulative GPA for previous years, excluding preparatory years, based on the university's grading system, which satisfies the formula score and foreign language requirements in the recruitment criteria.
  • Completing at least the first semester of the first year of undergraduate education.
  • Having a GPA of "+3.00" and a University Placement Exam Ranking of "10,000 ≥" for undergraduate general average.
  • For foreign students placed in Turkish universities without taking the ÖSYM exam or for those who completed undergraduate education through exams such as Vertical Transfer Exam, the lowest university placement ranking of the department from the year the candidate started the undergraduate program is considered in the ranking formula.

(2) The conditions for master's degree scholars in externally funded projects conducted by the institution are specified below:

  • Being a student continuing master's degree education at higher education institutions established in Turkey (excluding special students and foreign language preparatory students).
  • Currently pursuing a master's degree in the project's field of responsibility.

(3) The conditions for doctoral students in externally funded projects conducted by the institution are specified below:

  • Being a student continuing doctoral education at higher education institutions established in Turkey (excluding special students and foreign language preparatory students).
  • Currently pursuing a doctorate in the project's field of responsibility or conducting a doctorate in areas determined within the framework of the YÖK-TÜBİTAK Doctoral Program Project Collaboration Protocol. (Students in medical specialization and artistic proficiency are accepted as doctoral students.)

While the MİLSEC-4 terminal offers an up-to-date solution for next-generation secure communication (voice, data and video) in IP networks, it provides an uninterrupted communication service by maintaining the compatibility of secure voice communication in PSTN networks with PSTN secure phones in use.
