TÜBİTAK BİLGEM, which works to develop unique and high value-added technologies that will sustain our country's competitiveness by making strategic collaborations and R&D studies with the defense industry, public institutions and private sector in the fields of informatics, information security and advanced electronics, presents projects that make an impact in the national and international arena. YTE has accomplished many successful projects in the field of software technologies with its R&D studies carried out in line with the mission of BİLGEM, which it operates under its umbrella, to shape the future and direct the science and technology of the future.

e-procurement

e-Procurement Software Development Project

In collaboration between the Ministry of Treasury and Finance of the Republic of Turkey and TÜBİTAK BİLGEM Software Technologies Research Institute, the e-Procurement Software Development Project commenced on April 10, 2023. The developed project aims to enable the electronic execution of both bulk procurement and individual procurement processes within the framework of the State Procurement Ecosystem. Additionally, it will provide a collaborative infrastructure with a shared language and understanding, facilitating proactive and effective budget planning.

e-Declaration Project

The e-Declaration Project, carried out in collaboration between the Software Technologies Research Institute (YTE) and the Revenue Administration Presidency (GİB), was initiated on June 23, 2023, with the aim of modernizing the process of receiving declarations from taxpayers using cutting-edge technologies and enhancing service quality. This project aims to enable taxpayers to submit their tax declarations faster, securely, and seamlessly, while also striving to effectively manage the high transaction volume experienced during declaration periods. The e-Declaration Project is intended to make a significant contribution to the digital transformation of the Revenue Administration Presidency.

Turkish Patent and Trademark Office Digital Transformation Planning Consultancy Service (TURPAT) Project

The Turkish Patent and Trademark Office Digital Transformation Planning Consultancy Service (TURPAT) Project was launched on 18 May 2023 in cooperation with the Turkish Patent and Trademark Office (TURKPATENT) and the Software Technologies Research Institute (YTE). This project aims to accelerate the digital transformation of TURKPATENT and to move forward stronger into the future with an innovative approach. The TURPAT Project represents an important step that will guide the digital transformation process of the Turkish Patent and Trademark Office and make it a more effective player at national and international level. This cooperation aims to provide more effective and user-friendly services to citizens and the business world by joining hands with technology and the public sector.

Integrated Public Financial Management Information System Project

With the Integrated Public Financial Management Information System developed by the Software Technologies Research Institute (YTE) within the scope of the Integrated Public Financial Management Information System Project, which was carried out in 2016 in cooperation with the General Directorate of Accounting of the Ministry of Treasury and Finance, the accounting activities of all institutions of the state have become manageable. In this way, a significant contribution has been made to ensuring and monitoring the balance of debts and receivables at the expenditure unit level of the state.

Product Tracking System (ÜTS) Project

The ÜTS Project, which accompanies our lives with the developing technology, conducts effective control of medical devices and cosmetic products that we entrust our health, determines health policies and is of great importance in combating the informal economy, has been developed by YTE since 2014. In cooperation with the Turkish Medicines and Medical Devices Agency of the Ministry of Health, a national and unique Product Tracking and Tracing Model has been created and an information management system compatible with the model has been developed in order to monitor medical devices and cosmetic products from end to end and to carry out inspection services and clinical engineering processes in a healthy and effective manner.

TENMAK Project and Scholarship Support Tracking System Project

Within the scope of the project carried out in cooperation with the Turkish Energy, Nuclear and Mining Research Institute (TENMAK), an information management system is being developed to enable the holistic management of application, evaluation, monitoring and reporting processes related to scholarships and participation supports.

New Financial Management System (FMS) Project

Within the scope of the project, it is aimed to commonize the infrastructures and single user login process for the applications maintained within the General Directorate of Information Technologies of the Ministry of Treasury and Finance. It is a project to develop a system that covers the financial processes of expenditure units and ensures full financial integration with accounting units.

With the common middleware platform to be developed, it is aimed to significantly reduce the application development costs of public institutions through ready-made components, to build applications on reliable and quality-controlled components and tools, and to ensure standardization.

It is a software consultancy services project for the Revenue Administration.

Digital Transformation Planning Consultancy Service Project (e-Procurement DDP)

With the project carried out in cooperation with the Ministry of Treasury and Finance General Directorate of Information Technologies, the institutional architecture of the State Procurement Management digital transformation was planned. 

Consultancy Project on Analysis and Improvement of Business Processes and Execution in Electronic Environment

Within the scope of the project, it is aimed to improve the business processes of the Nuclear Regulatory Authority and to determine and visualize the software functions that will implement these business processes. In this framework, activities were carried out to design the processes of the Institution, to determine the functional requirements, to prepare software mock-ups, to supply and develop the necessary software, and to prepare the technical specifications. 

Integrated Social Assistance Services Project

In cooperation with the Ministry of Family and Social Services, an information system has been developed that enables more effective social assistance decisions and fairer resource distribution with its holistic management and gathering information on social assistance provided by the state and non-governmental organizations in a single center.

Open Source Database PostgreSQL Dissemination Project

It is aimed to develop an open source domestic database system and expertise to be used in strategic and critical applications, to create a strong alternative to commercial database management systems, which are among the biggest investment and expenditure items of information technology (IT) infrastructures of institutions. 

Child Early Diagnosis Warning System (ÇETUS) Project

Within the scope of the ÇETUS Project carried out with the General Directorate of Child Services as the Ministry of Family and Social Services, an infrastructure has been established to identify children living in Turkey before they become in need of protection and to take relevant protective and preventive measures. 

2016-2019 National e-Government Strategy and Action Plan

Within the framework of Turkey's 2023 vision, the Ministry of Transport and Infrastructure and the Ministry of Transport and Infrastructure prepared Turkey's first comprehensive and holistic National e-Government Strategy and Action Plan, shaped by national capabilities, effective participation of ecosystem stakeholders, common wisdom and scientific perspective, and developed an Action Plan Monitoring and Evaluation Model and System to guide e-Government activities covering the years 2016-2019.

Strategy and Action Plan Monitoring, Evaluation and Change Management System (SEPIDS)

It is a project that ensures that a strategic action that has been decided to be implemented is planned and followed by the people assigned to the subject. The strategic goals and objectives that make up the action plan are followed by user role-based authorizations. Data entry and follow-up regarding the actions can be made by different organizations in the same strategy action plan. In this context, SEPIDS has been put into service in some public institutions.

Digital Transformation Planning Consultancy Service and Microservice Software Development Platform Procurement Project

Within the scope of the project, needs identification and solution planning studies were carried out for the digital transformation of Agricultural Credit Cooperatives and Unions with the institutional architectural approach. Mikroservices Software Development Platform is supplied and guaranteed. 

Soil Organic Carbon Project

"Soil Organic Carbon", which is one of the 3 global indicators (land cover, land productivity, carbon stocks) for the balancing of land degradation determined at the 12th Conference of the Parties to the United Nations Convention to Combat Desertification and Erosion, in cooperation with the Ministry of Agriculture and Forestry, General Directorate of Combating Desertification and Erosion. A sustainable carbon monitoring system has been developed in order to determine the current stock of our country, to monitor the change in stock, and to develop strategies and policies for increasing the stock. 

Development of the Basin Monitoring and Evaluation System (HIDS) Project

In cooperation with the General Directorate for Combating Desertification and Erosion of the Ministry of Agriculture and Forestry, a Geographically Based Basin Monitoring and Assessment System was developed and Turkey's Desertification Model and Risk Map were created in order to provide an infrastructure for the creation of holistic policies by evaluating interactive themes such as desertification, erosion, flooding and flooding together with the effective management of natural resources.

Turkey Desertification Model Verification and Calibration Study (TÇM-DK) Project

With the project carried out in cooperation with the Ministry of Agriculture and Forestry, General Directorate of Combating Desertification and Erosion, it is aimed to verify and calibrate the “Turkish Desertification Model”, which was created to identify and monitor areas with desertification risk in Turkey. For this purpose, the desertification risk of our country has been evaluated and the severity of the risk has been determined by conducting technical studies and field studies with academicians, Institution managers and practitioners who are experts in desertification and its environmental factors. “Turkish Desertification Model” was calibrated according to measurements taken from the field and statistical tests.

Innovative Approaches in the Public: Development of Big Data Policies (KamuV) Project

With the KamuV Project, it is aimed to carry out a pioneering research for the planning of big data policies, which is one of the innovative approaches, in the public focus, and for the development of new services or improvement of existing services in line with these policies.

BTK Information Management System Consulting

It is the project of determining the roadmap and preparing the draft BTK Information Management System technical specifications for the implementation of the BTK Information Management System in line with the targets set for the electronic communication sector. 

Digital Maturity Evaluation Model and Guidance Project

With the Digital Maturity Evaluation Model, which was developed to evaluate the maturity of the information capabilities of the organizations, short, medium and long-term solutions for the development of the organizations were presented. 

Digital Competency Evaluation Model and Guidance Project

With the Digital Competency Evaluation Model, which was developed to evaluate the role-based competency of informatics experts, the improvements that enable the competency development of the experts and the target employee capacities of the organizations were suggested. 

Digital Skills Guides

In order to increase the digital maturity and employee competency of organizations, Digital Capabilities Guidelines containing information and guidance on the basis of competency areas included in the Digital Maturity Evaluation Model were prepared. Organizations were provided with training and guidance services by using guides in line with their digital transformation needs.

Improvement of Public Information and Communication Technologies Projects Proposal Preparation Process (KABIT)

It is aimed to improve the ability of making project proposals for public information and communication technologies (ICT) investments, evaluating projects and monitoring the projects included in the investment program.

e-TKGM (TKGM Needs Identification and Solution Planning Consultancy Service)

It was performed by TÜBİTAK BİLGEM YTE in line with the needs within the scope of the TKGM Needs Identification and Solution Planning Consultancy Service project.

Consultancy Service Project for Determination of TAKBIS 2020 Technical Requirements

With the project carried out in cooperation with the General Directorate of Land Registry and Cadastre, the digital transformation roadmap that enables the integrated execution of land registry and cadastre processes by evaluating the use of innovative approaches and new technologies based on TAKBIS 2020 solution architecture was detailed in the form of a technical specification. Within the scope of the application project to be developed with the prepared technical specification, it is aimed to increase the efficiency and quality of the services provided to citizens and public institutions by carrying out land registry and cadastre works and transactions in data integrity. 

High Maturity in Software Development, Software Architecture, Open Source Software Technologies and Enterprise Architecture Capacity Building Consultancy Services Project

HAVELSAN experts and officials were given consultancy and training on corporate architecture and high maturity in software.

MILSEC 4 - Secure IP Terminal

SAFE IP TERMINAL

While the MİLSEC-4 terminal offers an up-to-date solution for next-generation secure communication (voice, data and video) in IP networks, it provides an uninterrupted communication service by maintaining the compatibility of secure voice communication in PSTN networks with PSTN secure phones in use.

Configuration, surveillance and software update processes of MILSEC-4 terminals are carried out securely remotely using the Security Management Center (GYM). MİLSEC-4 terminal is capable of IP Network Key Loading (IPAAY) through secure communication with GYM without the need for an additional device.

MİLSEC-4 terminals are interoperable with MİLSEC-1A and MİLSEC-2 phones and offer the opportunity to replace MİLSEC-1A and MİLSEC-2 phones without interruption in the gradual transformation of PSTN networks to next generation IP networks.
