Test and Evaluation Directorate Laboratories

Valuable laboratories within BİLGEM offer the privilege of coexisting with inspiring scientists focused on the same national goals, as well as decent working environments and modern devices that nurture the R&D spirit.

COMSEC Laboratory

COMSEC Laboratory, under the umbrella of TÜBİTAK-BİLGEM, provides testing, consultancy and training services on the compliance of information security (BG) products that process confidential cryptographic data with national COMSEC criteria. COMSEC laboratory services are especially important for BG products to be used in TAF and NATO.

In the COMSEC BG product testing service, the design and implementation method of the product is tested for compliance with the national COMSEC criteria. As a result of the COMSEC test, it is evaluated at what security level a BG product at a certain level of confidentiality can provide protection against threats such as "tamper, error generation, side channel analysis and protocol attacks" that may be encountered in the working environment.

In the COMSEC BG product consultancy service, information is given about the design and implementation details that need attention, specific to the product planned to be developed in accordance with the targeted confidentiality level. The main goal in COMSEC consultancy is to ensure that the COMSEC criteria are taken into account during the design and implementation stages of the products that will enter the COMSEC test.

In the COMSEC training service, information is given about the COMSEC criteria and which attack types the criteria will protect against.

OKTEM / Common Criteria Test and Evaluation Laboratory

OKTEM has been providing the ISO/IEC 15408 Common Criteria (OK) assessment service, which is the international security assessment standard for Information Technology products, since 2005, when it was accredited by TÜRKAK in accordance with ISO/IEC 17025.

In addition to Common Criteria assessments, it also performs ISO/IEC 19790 Crypto Module Tests, TSE K 505 Basic Level Security Assessment, TS 13678 – TS 13681 Electronic Authentication System and TS 13582 – TS 13585 Secure Card Access Devices for Electronic Identity Cards.

RAPSİM / Radar Performance and Trace Analysis Center

RAPSİM (Radar Performance and Trace Analysis Center) was established within the body of TÜBİTAK - BİLGEM on March 1, 2011 in order to investigate and examine the effects of wind turbines on the performance of military and civil electronic systems.

Thanks to its team specialized in electromagnetic theory, digital signal processing, communication systems and software designs, RAPSİM models and simulates many electronic systems working with radar, navigation and communication principles, taking into account the terrain characteristics and system operating parameters provided by the digital map infrastructure. Modeling and simulation processes based on a high-accuracy engineering approach aim to produce explanatory and inspiring outputs supported by high-level visual interfaces and automated reporting tools.

YTKDL / Software Testing and Quality Evaluation Laboratory

One of the largest industries in the world is undoubtedly the software industry. The size of the developed software and the fact that it takes place in all areas of human life increase the importance of this sector. Therefore, the best application of the standards and determined processes in this regard for the development of successful software is increasing its importance day by day. YTKDL was established in February 2010 to contribute to the development of better quality and successful projects. YTKDL carries out software testing and software quality evaluation activities in order to show that the software it tests displays the expected behaviors, meets the targeted quality criteria and complies with the standards.

YTKDL provides training and consultancy services in order to share its experiences with the software industry to raise awareness about software testing and software quality evaluation, so that the projects developed in TÜBİTAK Institutes and the software to be supplied by public/private sector institutions are of the desired quality, suitable for the needs and higher quality.

TEMPEST / Test and Evaluation Laboratory

The TEMPEST Test and Evaluation laboratory (TTL) conducts tests and evaluations on undesired electromagnetic energy emissions originating from electrical and electronic equipment that processes confidential information and on the investigation, examination and control of these emissions.

The establishment of TTL dates back to October 1995. The laboratory, which has served as the “EMC and TEMPEST Test Center” for many years, was established as a separate laboratory in 2012 in line with the target of TÜBİTAK BİLGEM to focus on information security. TTL laboratory performs TEMPEST tests of devices, systems and platforms. In addition to devices such as TEMPEST computer, TEMPEST printer, IP Crypto devices, crypto modules, platforms such as the national ship MİLGEM and Göktürk satellite are also tested.

Crypto Analysis Lab

Crypto Analysis Laboratory carries out crypto analysis activities within the TÜBİTAK-BİLGEM Test and Evaluation Vice Presidency. In the Crypto Analysis Laboratory, since 1995, expert cryptologists have been analyzing and evaluating information security solutions for military, public and private institutions/organizations whether they are at an adequate level of cryptographic security.

Crypto Analysis Laboratory continues its activities in two main areas, Crypto Algorithm Analysis and Crypto Architecture Analysis. During these activities, the durability of the crypto algorithm and architecture is measured against both the crypto analysis methods in the open literature and the originally developed attack methods.

EMI / EMC Test and Evaluation Laboratory

Large-scale studies on electromagnetic interference and compatibility started in 1995 at TUBITAK UEKAE (National Electronics and Cryptology Research Institute), formerly known as ETTM (EMC TEMPEST Test Center), with the support of the Turkish Armed Forces. The studies were initially limited only to the TEMPEST subject for information leakage through electromagnetic emission, but later on, within the framework of the emerging needs, all electromagnetic environment effects have expanded to encompass. Within the framework of these studies, many firsts were realized. For example, the first electromagnetic screen anti-reflective test room, which was realized with the maximum national added value, was put into service within the Turkish Armed Forces in 1999. Especially since 1999, detailed studies have been carried out on electromagnetic compatibility at the platform level.

TÜTEL / Integrated Circuit Design and Training Laboratory

TÜTEL started its activities with the establishment of laboratories in BİLGEM in 2017. In the laboratory, where studies on IC design are carried out, random number generators and transceiver IC designs are carried out, especially digital design projects. In addition, work continues on the design of a secure low-power processor for IoT systems and the design of artificial intelligence algorithms in chip flow at hardware level.

(SGE) Cyber Security Institute

The Cyber Security Institute, which was established to carry out studies to increase the national cyber security capacity, carries out research and development activities in the field of cyber security; carries out solutions-oriented projects for military institutions, public institutions and organizations and the private sector.

The main fields of activity of our institute, which has made a significant contribution to the creation of cyber security knowledge and tactical infrastructure in our country with many successful projects to date, are secure software development, penetration tests and vulnerability analysis.

(IZE) Artificial Intelligence Institute

Artificial Intelligence Institute is the first institute established within the scope of TUBITAK centers and institutes, which cuts the sectors and research fields horizontally and focuses directly on the emerging technology field. MILSEC 4 - Secure IP Terminal

SAFE IP TERMINAL

While the MİLSEC-4 terminal offers an up-to-date solution for next-generation secure communication (voice, data and video) in IP networks, it provides an uninterrupted communication service by maintaining the compatibility of secure voice communication in PSTN networks with PSTN secure phones in use.

Configuration, surveillance and software update processes of MILSEC-4 terminals are carried out securely remotely using the Security Management Center (GYM). MİLSEC-4 terminal is capable of IP Network Key Loading (IPAAY) through secure communication with GYM without the need for an additional device.

MİLSEC-4 terminals are interoperable with MİLSEC-1A and MİLSEC-2 phones and offer the opportunity to replace MİLSEC-1A and MİLSEC-2 phones without interruption in the gradual transformation of PSTN networks to next generation IP networks.
